This is a "ring mandrel" for lampwork. It's a cylinder of mild steel, with a pair of coaxial holes in the end plates sized exactly for a 1/8 in mandrel. The second hole you see is a vent hole to release any steam or air pressure that builds up inside during torch work.
The idea is to slide this micro-drum onto a standard stainless steel 1/8 inch mandrel (2 of these are lying to the left of the drum), then dip the whole assembly in bead release.
